H. Passchaert

Lady Justice, by H. Passchaert, is a bas relief on the north face of the old county courthouse, now the Washington County Historical Museum. The piece dates to 1889, when the courthouse was constructed. It symbolizes the even-hand of justice, the concept of moral rightness based on ethics, rationality, law, natural law, religion, fairness, and equality, along with the punishment for breach of said ethics.
